Upholstery/carpet spray cleaner?
I can understand not wanting to wet it too much. If it's all original, the stuff behind it, glued to the roof panel, resembles old fashioned (1950s) carpet underlay. It's a thick wooly dusty material that might soak up water and not smell very nice when wet. I suspect that most of the dirt in the old headliner that I took out of my car was dust particle from this awful stuff.
