We are talking about rust removers on another topic. Try some rust remover like Hammarite rust remover with an old tooth brush. Rub it into the rusty areas with the tooth brush and rinse it off before a light scrubbing with a fine abrasive pad rapped around the tooth brush head. Once all the rust is removed get some bees wax and apply it liberally over the chrome as a polish with a clean tooth brush. The bees wax will get into the areas where the chrome has the rust marks and will protect it from the elements. Apply a coat of bees wax every couple of months for added and long lasting protection.
This is the abrasive type of pad I use. It comes in fine, medium or course just as wet and dry papers but it is very flexible to get between the spokes.
