Rust stains on cement?
Phosphoric acid as used in rust treatment will do the job.
I suggest try diluting it with water initially as straight acid will really bleach the concrete.
I have a few very clean spots in my shed where it got onto the concrete floor while I was restoring bodywork.
Cheers
