04 XJ8 blowers not blower much

04 XJ8 blowers not blower much
Greetings,
I have a 04 XJ8 and I believe the blower fans should produce more output air than I am getting. It almost appears that "maximum" speed isn't working. I have replaced the in-cabin filter. Any suggestions?

I instantly thought of the cabin air filters as I've just changed the ones on my sons car, but you changed that already!
