Default 2000 S type Air Conditioning hot at idle.

I have a 2000 S-type 4.0. The air conditioning only blows cold if I rev the engine while I am at a stop light or if I am driving. I have changed the compressor, receiver/dryer, evaquator core and expansion valve yet I still have the same issue and it's driving crazy. Can anybody help me solve this problem?

Please remember to add vehicle details to your Signature to help others to give relevant advice. Go to the User CP button on the left of the top menu bar, then Settings & Options under Your Control Panel. Select Edit Signature and enter the details.
