Low beam on headlight

Question Low beam on headlight

I am getting ready to do the timing chain tensioner thing on my 99 XK8 with all new hoses including heating hoses with stainless steal covering for all hoses and red aluminum connectors. New water pump and thermostat with aluminum thermostat holder. New condenser for my air conditioning. The works. I have been building cars since 1971 and this is my type of fun. One dumb question. I noticed the low beam lens on the inside of the headlight looks like it has a film on it. It covers 3/4 of the bottom of the lens and is clear on the top. It is a little on the wrinkled side. Is this a normal thing on these lenses and can I just take it off so the whole lens was clear. Does it serve a purpose or is it suppose to be there at all. I've never seen anything like this before. Ok, now you can call me stupid and say dah!
