Maybe the horn itself. If you have a test light (DVOM is better) check for voltage at the horn while someone pushes the switch. If you have voltage at the horn then the horn is bad. If you do not get voltage there, then probably the horn push switch behind airbag is bad.
Remeber the ignition should be on while you check the voltage at horn. Just unplug it and probe connector gently. Let us know what you find.

Open the hood and look down behind grill bolted to frame.

You may have to take off that upper cover with the 4 screw clips holding it in place.

What? You should be able to access it fine. Take a picture of what you are looking at and post it. You should be able to get to connector easily.

Sorry....now I understand. Can you not move that cover out the way? It looks like a couple of fir tree push pins. The horn is right below that thing.

The grill should come out without removing entire bumper. That may give you the access you need.

There is only 4 bolts holding it in and the bumper definitly does not need to come off for that. All you want is access to the connector for testing.

there is a piece behind the grill that is blocking access to go to where the horn is ....when you take off the radiator shield it's still in the way

Sorry we posted at same time. Read the above. Remove the grill. Only 4 bolts hold it in. 2 at top and two behind it. All you need is access to connector so you can see if voltage there. If there is, horn itself is bad. I apologise, sometimes I am not good at explaining how to get to things.

Then if you are positive the relay and fuse are good, I would suspect horn contacts. You need to disconnect battery, then turn steering wheel 90 degrees from center each way. There is a 30 torx screw on each side holding airbag in. Loosen them up - they wont come out - and pull airbag forward. See if the thrid connector (not the two on airbag) is plugged in. If so, I would say horn contacts bad. You can replace them yourself.

WAIT FOR 5 MINUTES MINIMUM AFTER BATTERY DISCONNECT BEFORE REMOVING AIRBAG

Yes dealer only. But when you checked for voltage at horn, did you have ignition on and someone push horn switch?
Just checking before we go overboard here.

It is the horn push switch behind airbag. Dealer will now what you are asking for. Does your airbag light come on by the way? The contacts run through the cassette reel also.
