Default a/c blows hot under 2000 rpm

I have a 03 s-type with a 3.0 that blows warm air out of the vents with the a/c on high unless your driving down the freeway. I just changed the dccv after it had been leaking a while. The passanger side blows a lot hotter than the driverside. I was also wondering if someone could tell me how fast the engine fan is supposed to turn with the a/c on. Mine doesn't seam to turn that fast or move that much air. Where is the receiver dryer located? Thanks for the help.

Had that problem in my BMW 740i.

Turns out it was the electric fan on the condenser. At highway speeds, the car would get enough air over the condenser to cool, but at idle / stop and go traffic it would blow warm (not heated) air.

The fan SHOULD be on anytime the A/C is on.

Is there enough gas in the system? The receiver/ drier is at the top of the radiator just behind the bonnet slam panel and is a small straight sided barrel looking device with a hose coming out of it. Not a dear item to replace even from a main dealer.
