I think that you may well find that you need to remove the entire bumper cover to remove the inserts without damage.

You may well find several of the fixing screws for the bumper cover are rusted solid in the fasteners.
I have found it a lot easier to just drill these out and replace the screws and fasteners with stainless steel items, rather than trying to get them out.

Correct bumper skins have to be removed to gain access to little wedges that secure the blades to the bumper skin.
