Question Expansion valve or compressor??

I have a 2003 S-Type and the problem is that the A/C stops cooling when the car comes to a stop but otherwise cools OK engine RPM above 1500. Cooling fan is working, stuck a piece of paper in frt of condenser and the vacuum sucked it to the condenser face. Compressor is running NOT cycling continuosly with control set to LO+Recirculate. Low side reading is 85-90/ highside is 200-210. A fresh recharge has just been done 750grams(1.7lbs.) with Correct oil(under 2oz)injected. Is a stuck open expansion valve the likely culprit or is the compressor weakened. Any one have diagnostic tips? It is my wifes Primary car but I sure love driving her. Help please !!!!

My guess would be the expansion valve. The high side seems about right, so I would assume the compressor is fine. Don't forget the drier!

I also noticed tonight that there is no condensation draining.

Does anyone Know if the Evaporator threads into the Expansion valve or is the valve made onto the evaporator solidly? Are there any gaskets /O-rings that I need to get seperately to replace Expansion Valve? Ex. Heater Case Gasket, Case to Firewall?
