might be worth checking the switch . and bulbs . the only other thing is the relays within the front and rear ECM . real un likely for two modules to go out simultaneously.
also they may be deactivated via SDD/IDS .

Use this to guide you along on the fog lights and go to Fig 8.1 & 8.2. The front fog lights have a relay but the rear fog lights are from the rear Ele. control module. Your problem may be in the switch but I would check voltage to them and all the bulbs & relay first. I had an issue with my front fogs and when I opened them they were corroded, once cleaned all worked well.

You didn't say where you are located, but cars in North America are configured so that neither front nor rear fog lights will illuminate unless the main headlights are on.

Mine is also in NZ . And is ex Japan model.
My front fogs won't go untill the parks are on ,(or the headlights on.)
The rear fogs won't go untill the parks and front fogs are on . (Or the head lamps are on.)
And if you turn the front fogs off with the parks on the rear fogs switch off with the fronts .
Also the rear fogs will run without the front fogs running if the headlights are swiched on !
Some weard stuff going on with the jap speck programming .
