Glitch in the transmission matrix
My 2002 S-Type that is slowly getting fixed, has now resolved engine and exhaust issues. The mechanic says I still need a transmission but I can drive it around town just fine.
Yesterday I took it out in the road for a 10-mile trip. On the way out, I could get up to 60 mph and the tachometer was showing 4000 rpm. I expected that. But on the way back after an 1.5 hour meeting, I was able to go at 70 mph and the tachometer was well below 3000 rpm, essentially in normal highway range.
So what is going on with this transmission if it doesn't go into high gear sometimes but seems to be fine if it is warmed up?

The problem is clear: the gearbox is not shifting every time. Have you checked the oil level? Has the gearbox control been reset?

Since I am in a place where no mechanics will work on Jaguars, I'm pretty much on my own, and need instructions. How do I check the oil levels and how do I reset the gearbox control?

There are instructions on changing the gearbox oil at JagRepair.com - Jaguar Repair Information Resource. This includes checking the oil level.
A WDS or IDS is required to reset the transmission. I don't know whether another diagnostic device such as ICarsoft LR works for resetting. If only oil is missing, then you don't need to do a reset. However, after more than 20 years, you might as well change the transmission oil.
