heater again

Might be a moot point, anyway. On my '02 V6, if the engine is warm, the radiator fan runs after shutdown. As far as I know, the heater fan is not part of the V6 engine overheat protection function. But then again, maybe it did run, but I couldn't hear it over the noisy fan under the hood.
I vaguely remember something about a timed circuit to run the heater fan after shutdown if the AC had been in use. The intent was to dry off moisture on the evaporator and prevent the accumulation of mold and a musty smell. Don't quote me on this, but thought it was only on '03+ models. The fan would come on several minutes after shutdown and then turn off automatically. Normally a driver would never notice. There might have been a TSB stating this was normal.
If this is the scenario, I'm not sure why the fan is not shutting off. Maybe a bad control module?

Others have reported the heater fan running for a few minutes at some point after shutdown. Not exactly your situation, as no reports of the fan remaining on, only concerns that it might.

There is a feature on these cars that activates the ac/heater blower after shutdown to dry the ac evaporator. Only way to know is by using the sdd software and checking. I have mine on because i use the ac so much where i live. Helps keep dirt from sticking to the wet fins. It only comes on after the key is off and removed. Maybe 30 to 45 seconds of run time. Ac is usually active when using auto mode

From left field:
How old is your battery? What if it's marginal, leasing the farm with an option to buy. The control module turns on the fan as designed, a short time after shutdown. But battery voltage decays just enough so the module shuts down and never switches off the fan.
No idea if this is feasible. Mostly just thinking out loud. Easy enough to rule out. Have a battery charger handy and connect it immediately after switching off the engine. See if the increased voltage makes any difference.

Wiring diagrams are here, see fig 06.1 for climate control:
JagRepair.com - Jaguar Repair Information Resource
For the blower fan to run, relay R7 in the trunk must be energized. In the diagram, the relay is shown near the bottom center of fig 06.1. The bottom half of the relay illustration is the control side, i.e. the electromagnet that actuates the on/off switch at the top. This relay has constant battery power from fuse F10 in the trunk. The relay is energized via a switched ground from the ACCM. So maybe the ACCM is acting up? I don't really know, but if I had a spare I'd try that.
In the meantime, until the issue is resolved, you could pull fuse F10 in the trunk to make sure the fan isn't killing the battery.
