Regarding the power steering rack install. I just want to add my $0.02 as I recently installed a replacement (2nd) on my 00 S Type

First, don't ever purchase a used rack. Spend the money on new or rebuilt.

Right on regarding the nylon washers. If they're not included purchase from the auto store (under the dorman label part 82540)

Change them both even if they look good. If you don't have the tool soak them in hot water, lube them with Mercon trans fluid and walk them on with your fingers. They fall into the bottom slot of the nut. Also use flare nut wrenches to loosen/install.

Most replacement racks do not come with the regulator but includes the rubber o rings to swap out (and nylon washers also) You need a LARGE wrench (at least 2" diameter) to remove it (best to remove it after removing rack from car) and don't over tighten it either and use those o rings and again lube them with trans fluid before installing the pressure regulator unit on the rack and yes it rotates by design. (Learned that after cleaning it) BTW, when cleaning the outside of the housing protect the internal ports and electrical port)

Fluid spec calls for Mercon III trans fluid. Ok to use Mercon V.

Finally, the 1999.5 to 2001 models used Ford racks before transitioning to ZF. The best way to bleed the ford rack is to vacuum bleed it with the special adapter and vacuum pump set to 20" vacuum. Also will ensure there are no leaks.

It takes about 3 - 4 rounds of bleeding before the fluid in reservoir will level off. With vacuum bleeding you will get a favorable outcome. Adaptor is about $30 on Amazon and is interchangeable with GM vehicles too.

Traditional turning of the wheel from lock to lock doesn't work 100% with Ford racks and I've heard stories of blowing out the steering pump and/or rack seals (I learned that the hard way) Also, contrary to instruction lower the wheels to the ground and have them touch the ground slightly. I find this best to turn the wheel lock to lock without putting all the curb weight on the rack but there's enough resistance to hold the rack from sending the steering wheel into a free spin frenzy.

Mine did that (wheel spin frenzy) and blew the outer seal to the rack and didn't find out until 2 weeks later when the level in the reservoir kept going down but no external leaks. I pulled the boot drivers side and it was filled with fluid and sent more fluid through the relief tube to the other outer boot.

Ordered the adjusters from CAR-LAMI, which looks like the same guy, and also does the Xenon lights.
