no crank no dash lights

2003 s-type v6. my car wont start. when i turn the key the idiot lights dont do their self test. the parking brake is stuck on. the battery is new, all the fuses are good. what do i do next

Use a meter to find what voltage is where. Clearly there is far too little at some point.
