Default S-Type wiper short

Hi, I am chasing a wiper problem that blows the 20a fuse on turn-on after making some attempt to move the motor. Happened at the dealers (cue suspicions), they asserted motor failure. I replaced the motor with a new Cardone, exact same behavior. Linkage is free-moving. Looking for a cut/worn wire short and not finding it (yet) I found this part on the wiring harness, and am wondering what it is and what it's function is. Labeled as Beru part, but also Jaguar part number 4r83-17k522-aa.
Anybody? Bueller?

TIA

Default Just to state the obvious

The electronic part with the 3 wire connection, which is the only purpose of this connector (i.e. the connector is on this 3-wire branch of the harness only to connect those 3 wires into that electronic part), looks like a 3-wire capacitor to me, making me wonder if the wiper motor somehow needs a starter capacitor or if a capacitor could play some other role in the wiper operations.

Default Working wipers!

Well, I ordered the part above from my Jag dealer, $32 bucks, listed as a "suppressor", installed it, replaced the fuse, turned on the wipers and... working fine. So, either that capacitor was blown and allowing a short, or my poking around looking for a cut/rubbed wire moved one away from its ground, in which case this problem will come back.
The fact that this failure occurred at the dealers during a time when they ran a load-test on my battery (without my requesting that check, and examining the battery connectors leads me to suspect the test was run without disconnecting the battery) makes me wonder if some aspect of that test could have blown this cap.
In any case, happy to have working wipers again.
cheers,
