Both of my side view mirrors have what looks like water spots all over them but they must be something else. White vinegar will not remove them and I even tried CLR with no luck. Does anyone know what they are and how to get rid of the spots?

We are having absolutely perfect weather for detailing this week with mid 70's and partly cloudy and no matter how everything shines, every time I look into those mirrors all I see are those spots.
