Default Starts but not right away, coolant leak

My wife's 2000 3.0 cranks a couple seconds before it starts, and sometimes doesn't start the first try when it sounds like it's going to. Could this be the IMT O-ring? It starts the 2nd time, still some delay. It has 94,000 miles, I have no maintenance history other than seller saying an elderly PO had it regularly maintained.

It also has a small coolant leak from the Upper Radiator Hose Assembly, at the plastic fitting joint,, accumulating under one of those molded plastic-to-hose fittings at the 4/5 way tee in front. Hard to tell if it's a pin hole or a loose hose clamp, someone previously had put screw type clamps in place of the factory one, but left the factory ones on the hoses. I know, pressure test time. Does anyone make a replacement for that complex plastic fitting that uses the existing hoses? What were they thinking?

The upper radiator hose is attached to the crossover pipe which is plastic it also has the bleed valve on it. I found mine on ebay it
should be the same for yours I have a 2001 3.0. NEW 00-02 Jaguar S-Type Upper Radiator Hose # XR827648
