It looks like the lead for the Battery Isolation Transit Relay:

The Transit Relay is removed by the dealer during PDI and the lead tucked out of sight.

Tape it away from where it could get wet or short out as both would be (and for some members have been) bad.

Just curious, what was the purpose of the transit relay? Did it inhibit certain functions while still allowing the car to be driven while loading/unloading?

I think it disables the car so it's safe for transit. There's a TSB or the like somewhere but I just glanced at it and went: hmm, keep wire safe and forget it.
