What model year? If 2000 - 2002 you have 3 components - left and right inner fender well and then the lower valiance panel.
The panel that is closest to the fog lamps is the lower valiance panel.
I have seen both the left and right inner fender wells on Ebay for new - some used ones as well.
As far as the lower valiance panel - they are few and far between on Ebay - and the ones you find are crapped out. Try a salvage yard. New lower valiance panels are $225+ (before shipping)
I located one here for only $50.00 - and I repaired a missing section with a thin sheet of stainless steel and rivets...

The Valance is shown as a single panel and not LH and RH sections:
Although an effective closure (a similar method is used on the XJ and XK models), their strength depends on all the fastenings being intact. Damage and even loss can occur from grounding but is frequently as a result of a loose panel flapping around in the wind.
The Wheelarch Liners are another plastic moulding:
Again, their resistance to damage depends on being securely fixed.
