2.0 Diesel Running cool, help

2.0 Diesel Running cool, help
So I'm working on a 2005 2.0D X type. It never reaches more than 1/4 on the temp gauge, even in the warmer weather.
Its had new main thermostat+housing and a new oil cooler thermostat but is exactly the same.
Any idea's on how to fix, do I need the change the Cylinder Head Temp sensor?
