Default 2003 X-type Dead Data Connector

All fuses appear to be good but data connector is completely dead. Any suggestions? All help appreciated. This car is a gift for my Grandson if I can get it back on the road.

The electrical guide shows all the connections involved so be patient and thorough using a meter

Not Jaguar related, but I have a car that had a bad OBD data connector a couple of years ago. That car has a control unit for the ABS, the load leveling headlights, the doors, windows, and locks... I am probably forgetting some but at least 4 computers that had to report to the ECU that reports to the OBD connector. Long story short I disconnected the control unit/computers one by one while trying to connect to the OBD and as soon as I disconnected the control unit that runs the headlight leveling system I was able to connect to the OBD.

Now years later the car runs fine and I never reconnected that computer. Like a lot of things on modern cars I had no idea the car even had a head light leveling system until it failed and caused problems.
