If it's limiting it's RPMS to 3,000K, I'm told that the car has gone into "limp home" mode. I would go have the code read at autozone or something as driving it with only being able to rev up to 3K seems quit dangerous.

Is the "bucking" rather violent? I have seen vacuum leaks (typically PCV tube/IMT O-rings/intake gaskets) and bad spark plugs cause this condition. Is the car fully warmed up when the fault occurs, or cold?

Agree about the vacuum leak
Before you spend any money getting codes read it has a good chance especially in this cold to have affected the PCV pipe which is a common problem.
Read this for how to fix in minutes at VERY little cost

If you do not hear/find vacuum leaks, I would suspect and replace the spark plugs. Replace the intake gaskets while you are in there. I suspect you will find this to be your problem.

Well, teh fuel system problem i encounter was caused by a major F-up on the old owner (my freind) who somehow caused numerous leaks int he fuel system. A good diagnostic for the fuel sysem is that your fuel economy will be giviving you very messed up reading, and your range will SUCK, the econmy and range won't be even close to wha the car is capable under normal conditions. So, don't panic yet lol. Sorry buck, didn't mean to scare anyone

MPG goes down with a vacuum leak too as the car goes into a default mode and overfuels as a safety precaution as it doesnt know how much air is going in

I had the hiss in the same area, so more than likely you have the same problem I did. Replace the IMT o-rings and the hiss will be gone..but as noted you might as well do the PCV hose too because you'll do it later if you don't do it now.
