Default A/C. high pressure kicks in

Fitted new comp, drier, orange orifice and condenser. evac and recharged to correct amount. and 7.56 oz oil. pag 46
performed the above twice but still have same fault. ( two diff kits)
If car sits out in the heat of the day. the high side goes above 400 and kicks out on high side. it will do this with rpm above 1800. and will cut in and out on high side in cruise at 70. after about six miles it settles down a bit but pressure still high and felt on motor loading.
temp here in AZ is 113.
Once ambient temp goes down to about 87 all works good.
Feels like condensing issue.
Fans are at 95% pwm
Question.. are both fans controlled at the same speed and do the fans turn off above 50 / 60 mph +
Cant find fault.
Any Ideas

Question. are both fans supposed to run the same speed as each other? Passenger fan seems to be commanded different. left fan seems to run full speed at 95% duty. right fan seems to fluctuate with variable on of pid???????
