I didnt get an indepth answer, but my understanding is...IMT seals are behind & underneath the engine, its part of some piping, in order to get to them you have to remove a few parts and thats why labor is 5 hours...

UPDATE: I think I can say that the dealer has fixed my problems. It has been 11 days and I have still not seen the return of the CEL or the "Cruise unavail" light. I am a very happy man, though my wallet is much lighter than I'd prefer.
