Engine temperature problem

Engine temperature problem
Okay so long storey short..
I replaced both thermostats and water pump and my engine still won't reach normal operating temperature , I even used a power hose down some hoses to clear out any gunk , I know my car is diesel but petrol should be similar too ,
any ideas? I'm kinda lost onto where to check next , my only next move is to replace the first thermostat with a genuine jaguar/ford part but other than that I don't know what to do.
I'd rather not do that because I got a second hand one from another jag and it worked for a while and then whet, then I got an after market brand and that works on and off .
it seems I may have another problem somewhere else causing all of this.
