Hi Cougar.............Its a bit of a biatch to do
When I had mine done, if I remember correctly. There is a splash gaurd affair under the bumper that you need to loosen. around 4-5 of the screws almost to the middle of the bimper before it loosens off enough for you to pull it away slightly and look up into the foglight from the rear and allow the changing of the bulbs.
There's probably a better explanation around somewhere. If I find it I'll post if for you

The X-Type I bought had body work done on the front end, fog lamps were removed and replaced upside down and filled with water.
Based on what I went through to fix the problem, replace a lamp and fix the reflective material coming off, I would suggest, removing the entire splash shield to reduce aggravation. Remove the electrical connector. Twist and remove the lamp holder. Remove and replace lamp without touching the crystal. High temp lamps are susceptable to failure when grease and sirt are on the crystal.
There are two screws which hold the assembly to the body and two whose heads extend from the lamp body for adjustment (the one socket head sticking out at the bottom of the picture.

Yeah I hear you on the dirty fog lights part! Your best bet is if you can get it on a hoist that would be AWESOME! I did mine without a jack or anything and let me tell you that sucked! At least get ramps for your car to pull that front end off the ground a couple of feet. If you could stand up and do it it will be easy I promise!
