been there done that...
You have to jack up the front end and get it braced up with jack stands...then remove the front lower tray that covers the bottom of the radiator..about 19 torx head screws..Then you have to use a flash light to lookand reach with the tips of your fingers all the way up to the underside of each latch..(since you called it a hood, I'm assuming you're in Northa america with a LHD) ..so, in the center bottom of each latch you will feel a part sticking down..shove the hangy downy thing to the left side of the car as hard as you can and that should pop the latch...it may need a little effort, cuz the latch is under some tension..

I must be the latest to the broken hood latch cable club
I tried popping the hood the other day and only one side popped...and now, neither side will release. The first thing I tried was to remove the cable from the handle and yank on it with some pliers, but I had no luck.
I've searched out a few techniques here and will give them a shot, starting with Dennis' suggestion about removing the skid plate below the radiator and see what happens!
