Howling noise

Howling noise
I get what appears to be a howling noise in the right front or maybe back wheels. If I touch the brake the noise goes away. If I pull on the emergency brake it goes away. If I turn the wheel to the left it will also go away. The brakes are new last July. Any thoughts?
