bowhunter, if the fans are not kicking on if you have the A/C dialed all the way down, then you have either a problem in the wiring between the fan controller and the ECU, a problem in the ECU, or the fuse to the fans is bad. I would hope that you would have checked the fuse to the fans before replacing the whole fan assembly, so, you are down to either a bad wire or a bad ECU. If you need more info, let me know.

Thermo, here is the breakdown of what's gone on.
Car overheated,
I checked the 80amp under the hood,
Changed fan control module,
Changed fans.
When I got the original fans out,I
Turned them by hand and the radiator fan was hard to turn and made a grinding sound.
The ac fan spins easier by hand but does not spin very freely.

Thermo,
Forgot some info actually.
Changed the fan controller originally because when cart overheated I realized fans were not running after checking the 80 amp.
Ac fan turned on, cycled with ac but radiator fan would not come on.
Next day, neither fan would come on.
Figured I got a bad controller from junkyard and had them replace it, then changed fans.

bowhunter, I would check the fuse again. Because of not having the fans turning, it can cause too much current to flow, leading to the fuse blowing. After that, I would say to unplug one of the fans and connect a multimeter to the output of the fan controller. If you are getting 12 VDC when you dial the A/C temp all the way down, then we know you have a bad fan assembly. If you are not getting 12 VDC, then we need to access the plug going into the fan controller and find the white wire with a blue stripe. Connect the multimeter to this wire and chassis ground. Are you getting something over 5 VDC there? If yes, then the fan controller is bad. If no, then you need to access the ECU and find the white/blue wire there (pin 51) and do the voltage measurement there. If you get 5+ VDC there, then you have a bad wire. If not, then your ECU is having issues.
Just for grins, make sure that you also have a good fuse at F16 in the engine bay fuse box (F37 if an 02-03 model). that could possibly affect things too.

It is a 2003.
This is the F37.
Changed it, no difference.
Last night, my buddy put his multi meter in the wiring.
It showed over 12v to fan controller and about 6v coming out.
Noticed after watching for a few minutes that ac fan does jump a hair periodically and spun a few turns once when ac cycled.
My buddy says that I could have gotten even a second bad fan controller from junk yard.
Opinions?

Bow, it is very possible that since you have an 03, that you have gotten a few bad controllers. Not uncommon for them to be failed on a vehicle. POssibly why the car is in the junkyard since the previous owner may have driven the car til the motor seized and then just chose to scrap the car because of cost vs worth.

Went to local upullit yesterday,
Got lucky enough to find an xtype that had been wrecked but had the up to date controller with pig tail!!
Clipped it, brought it home and wired it in, runs perfect 👌😊
$10 for the controller.
This junkyard is nationwide,Upullit(LKQ Automotive).
