Yes!! It's called Jaguar DDW and you log on as a dealer employee. You are given a username and password to access the website.
You can call any dealer with your VIN and ask for open campains on recalls but I doubt you will get the complete list of TSBs. Some services like alldata offer some TSBs but only Jaguar has the complete list.
