Default replaced PCM, new not working

I just replaced my PCM. I ran diagnostics, troubleshooted, and end result, my PCM was most likely bad. I did not buy a new one ($1,700 at local jag dealer). I bought a used one, put it in, and not even the engine turns over. 'Security Failed' is displayed. Do I have to have it programed? Is there some kind of special trick, any help appreciated. In the engine compartment, there is some writing that states 'PCM reconfigured' what does that mean?
