A clicking noise does not indicate a seized engine. It suggests battery connections which are loose or oxidized or a battery not putting out sufficient voltage to turn the starter motor. Verify these simple things before assuming the worst. How old is the battery? Is it fully charged? Has it been subjected to a load test? (weak batteries can be fully charged yet fail when subjected to the heavy demands of the starter).

Dean1964,
Just to add to sov211's good advice, also check condition of the battery leads as they can develop corrosion underneath the cable sheathing rendering them less efficient in passing the necessary power.
So don't just check battery connections, connections to lugs on starter etc. check the cables are not getting noticeably hot under starter load.

The fact that a jump did not work is not in any way conclusive, especially if (as Mark has correctly suggested), the positive and/or negative battery leads are internally corroded - and that is VERY common - I have experienced it on a 2002 X-Type. Your problem is far more likely electrical in nature than mechanical.

Dean, after having a car sit that long, what you are experiencing I would consider normal. Keep in mind that when you lock your car, the computers are still pulling power from the battery. So, if you let the car sit for 2 years without disconnecting the battery, that battery is going to be so dead that you will have most likely hurt the battery and a new one will be required. Also, trying to jump a car from this state, even with heavy gauge jumper cables (which most people do not have) would be a struggle. You would have to leave the cables connected for say 20 minutes with the other vehicle running and then hoping you put enough power into the battery to let the car start.

The final part of this is like others have said, the terminals are known for being a problem with a car starting. So, look at the terminals and make sure that they look good and then I would say once you get the car up and running, you do my check of turning on a lot of electrical stuff (I recommend the seat heaters, dash fan on high, headlights, and rear defroster). This is going to put a decent load on the alternator and after about 5 minutes of this, cup your hands OVER!!!!! the battery posts. They should be roughly the same temp as the other surrounding metal parts. If you think you could fry and egg on a post, that battery cable is toast and needs replacing. You would be one of thousands that have had that issue.
