Default Tone ring snapped

I have an 02 x-type with 126K. I was recently having bearing work done at an independent shop, and when picking up my car I noticed the ABS sensor was glowing on the dash. I immediately brought it back, where they ran codes, and took the wheel off finding the tone ring was snapped. They are unsure how much it will be to fix, and I have questions regarding if the shop should be held responsible for the damages. Will I need a new axle, and does the tone ring commonly snap while replacing a ball bearing? I would appreciate help. Thanks!

Can we assume that you were having a wheel bearing replaced? If so, I believe that that is a fairly routine repair (just had one of mine replaced at ~60K miles). I would expect a qualified repair shop to be able to do that work without breaking nearby stuff. So if it is on the same side as the bearing work I would be somewhat suspicious...
