Default Unable to move car

I have a 2003 jaguar x-type that started acting up, first reverse wasn't working and now that I'm trying to move it so that I can have it towed I'm unable to push it when put in neutral the car turns on and the shifter isn't locked since it moves freely, the car actually drives forward, but I need to push it backwards to be able to get it out of the patio. We tried pushing the car while in neutral but it doesn't move at all it's super heavy and it feels like if the gears were engaged or like if the brakes were been pressed, when they're not
any ideas? Thanks in advance

I'm confused. If the wheels "move freely" when raised how would they then not move freely (in neutral) on the ground being manually pushed?

Sounds more like shifter is not disengaging into neutral. Try manually shifting the gear box shifter as shown and described in the other post today about shifting problems.
