Get either Philips or Osram. They make the best ballasts and bulbs. Be sure to get the H1 bulbs. Because you are going aftermarket you will only be able to get rebased bulbs. This means that they were pulled apart and rebased to fit NON Hid equipt cars.
Whatever kit you get be sure to get a fused and relayed wiring harness with at least 14-16 awg wiring.

The Bluer the uglier in my opinion. You should be looking for a bright white with a blue/purple cut off line. This effect is similar to what you see on the BMW X-5 SUV when they are behind you in traffic. The effect makes it look like they are shifting color from Blue to Yellow to White to Purple.
This is the spectrum effect you get from a projector style headlight (or at least a high quality one). If you put 4300k kit in your car you will get that look.
I would MUCH rather have great light output, whiter color, blue/purple cutoff line, and longer lasting bulbs than a Ricer solid BLUE color coming from my headlights.. but to each his own I guess.
Here are some pictures for you.
This first one is a REALLY REALLYAWESOME cut off line with a REALLY nice blue/purple hue. This would be an awesome effect while driving. These are 4300k bulbs.
Here is another awesome cutoff line from a Honda S2000/ Acura TL
Here is my X-Type with HIDs. Not as nice as a Acura, Lexus, or BMW OEM HID equipt car, but nice non the less. I have a really nice blue hue at the top of the cutoff line(which you might not be able to see in this picture)
This is what happens when you put an HID kit in a car without projectors that is not made for HIDs (notice the complete lack of a cut off line? THis would blind anyone driving towards you...GETTO!)
here is ulgy ALL BLUE hids.. poor light output and will fatigue your eyes while driving. plus it looks super Ricer!

I used a Philips Conversion as my car was NOT equipt with OEM HIDs. They look identical to the factory HIDs. The projectors aim and project the light perfectly.

The goal of most enthusiasts like myself is to get the MOST light output, the sharpest cutoff line, and the most distinctive blue/purple hue at the cutoff line (like the first picture).
That's what I feel makes HIDs look awesome!! I love the color flicker when you go over bumps.
