I checked my power steering fluid and its full! But when I turn my wheel left or right It starts to cry and whine.....(only hear it when my radio is off)
Anybody else have this problem?
Any suggestions?

The noise doesn't change with the speed of the car.

could just be a bad pump they dont need to be leaking fluid inorder to malfunction

 

known issue with service fix, had that on mine and got the rack replaced under warranty. Hope your car is still covered. But even if not as known issue might get some contribution towards the repair

 

Its the gear oil pinion seal in the rack.

The fix is a new seal, you don't need a new rack.

 

Same thing happens in 04 + S-type and XJ.
