Does a replacement key need to be 'cut' for 2007 x type
I understand the programming side of things

Yes it does. The chip in the key has to be programmed by dealer or SDD/JLR before the key can be used to start the car. The remote can be programmed easily.

What are the prices you've seen for replacement keys with the remote fob to lock/unlock, etc? I've got one quote for $150 so far.

You have to have the blade cut and chip programmed though.
