I’ve just purchased a Jaguar XF R-Sport, I know there’s a “valet” feature which restricts access to certain things, but is there a feature which can be enabled that requires a PIN code to start the vehicle?

There is some kind of App for your phone, In Connect I think is the term. I just bought an XF and I was reading the Owner's Manual. I have not tried to get the App but I think it requires a PIN to start your car remotely. Otherwise you just get in the car with the key fob in your pocket, press the brake pedal and push the start button. Or don't press the brake pedal and the ignition will turn on but not start the engine.
Read the Owner's Manual a couple times. Available on line if you don't have a hard copy.

I think the answer is no, but what would be the purpose? Are you wanting someone without a key to start the car? As was mentioned, you can start it from the Remote app, but you can't drive it unless a smart key is also present.
