Driver's Footwell

Is there supposed to be something more than a a crappy piece of carpet padding as the footwell covering from where the OBD2 port is to the firewall?

Yep, I removed the one on the driver's side a couple of months ago (can't remember why) but for the life of me I couldn't get it back on properly, so now it sits in my garage in a pile of other "spare parts".
