P132E Code Error

Default P132E Code Error

I have a 2009 Jag XF 2.7 with 112k mileage. I have an error showing P132E. My local Jag centre said both turbos need replacing and wants to charge me jus over 2 grand to do it. Most other Jag folk say it's not a turbo breaking fault but possibly the actuator has gone. The rods move freely on both turbos but I still have restricted performance and the car is absolutely gutless.

Does anyone know anywhere around Conwy North Wales area who could put a 2nd user actuator on for me or has anyone any other diagnosis?

There is / has been no smoke but the RP message comes on as soon as the engine is switched on - even after clearing the P132E error.

Symptoms before this pointed to a dirty EGR (P140a) but this has apparently gone.
