Is there a seperate Navteq DVD for Texas

Yes there are two disc. I live in Dallas and looked and I have a second disc. The names of the states each disc covers is on the disc, so small it almost goes unnoticed. I found that Louisiana and Texas are on separate disc.
This leads to the question, How do you use navigation between the two disc?
If I want to go from Dallas to New Orleans, how do you program??

On other systems (my experience is with MB and BMW systems), there is usually overlap of some kind so you can navigate to a neighboring state that is not covered directly by a disc. Once in the neighboring state you can change discs and carry on.
Although not strictly relevant here I do not use the navigation on my Jaguar as it is almost useless - routing is unbelievably bad (I can be 6 miles from home and it will take me on a 30 mile detour), but I am sure you do not want to hear about my woes.
In the past (especially when they used CDs with even lower coverage per disc) I generally inserted the disc for the destination and entered the destination. Maps would not be available (you would get a location on the screen but no map details) until I was within the mapping range of the disc inserted. I could generally do the navigation for the major part of long hauls without the satnav (GPS here in the US) system (mostly freeways), it was the destination that was the issue and where I needed help.
Not sure if this helps, but might give you some ideas.
