You can try spraying a penetrating lubricant around the nozzles and allow them to soak for 24 to 48 hours before attempting to remove them. I have seen some injectors take more than 130 strokes from the special tool slide hammer before coming free.

I personally haven't experienced a situation with an injector snapping before coming out of the head.. I would suggest contacting a Jaguar main dealer or local specialist for advice on removing a broken injector that's still in situ.

It takes a slide hammer type tool to remove them. Did you use that?
You can't just pull on them you need that impact to get them moving.
It has also been reported that the injectors most of the time are stuck in there pretty tight. Plan on 50 to 100 hits on the slide hammer tool to get them out.

Here is the injector. Can you tell us where it broke?

Here is the proper tool;

The non-Jaguar tool is about $55 on Amazon.

My car with 60k miles had no problem removing the injectors on Bank 1. 2 of them came out with the fuel rail. The others only took a few hits. You definitely need the tool though. You can get a clone tool for $30 IIRC
