Do I remove this frame? The black panel aove the radiator.

Why would you remove it? The OEM wouldn't have designed and installed that part for no reason.

Are you trying to fix something? Not understanding why this needs removed?
Those 2 big round rubber things hold the top of the radiator so it is an important part.

I could see where it might be advantageous to fabricate a couple of covers, to close off the now unused air intake ports, to maintain proper air flow through the radiator.

So I want to direct the airflow entirely through the radiator and not worry about the airflow to the new air intakes?

The obvious thing is to fabricate two blanking plates mentioned above. Removing the black panel could result in less air through the radiator as there would then be an air path over the radiator.

Clubairth is right - it holds the radiator. I was led to believe it was just to hold the snout intake tubes.

Yes. Keeping the engine cool, is a priority. Secondly, if you notice, those vertical "partitions" adjacent to the filters, are sort of blocking any air that would come up through those openings.
