Centre seat button
It is meant to open the seat options window on the main touch screen, which lets you seat the heating levels for the front seats, and if fitted the cooling level and massage options.
On a 2012 you should be able to get into the same menu by pressing one of the seat pictures on the home screen with the climate widget visible. If that works, but the button doesn't, then maybe the AC control panel is faulty. If that also doesn't work, then something else may be wrong. Did Jag offer the X351 without any heated seat option? Maybe the control panel as been replaced at some point.

It is easy, yes, there are only four screws after you pry the screen surround off (use a plastic tool to lift it where the leather dash has a seam half way up, and then pull it forward).
You would need to replace the entire AC control panel as it is one assembly.
Note you can open it up easily enough to see if the it is a mechanical failure that could be repaired. There are various little plastic spacers in there for each switch and I suppose the one for that switch may have broken so could be swapped with one from a lesser used switch. Otherwise match one up on ebay by searching for the WERS code that is on your current panel (something like CW93-18C858-BE for a 2012, but the revision depends on your vehicle spec so do check before buying).
New they are about £500, used about £50.
