I've not worked on a Jaguar before, but I would expect.

Since everything else works fine, and no codes, I would think it's either a corroded switch from not enough use, a worn out switch from too much use, or a broken switch. Other possibilities would be the wiring in the steering wheel the signal goes through. All the way to a bad computer. The switch itself would be the most likely. If you have an ohm meter, pull the steering wheel and check the switch and then the wiring to the column connector.

1 screw connects the paddle to steering wheel. Remove and check the plug that connects to the paddle. I had issues with my paddles. I purchased the car from a lady and paddles did not work. Took to Jaguar dealer his scanner gave some code and would cost $1500 to fix. Went home pulled the paddles and the connectors were not pulled in. Works now. 2009 xk
