I bought this 1994 about 5 years ago and have had little engine issues. Noticed this loose/missing part just this week, after taking the engine cover. I suspect that it is a needed function for my car. Any ideas?

 

The part pictured is your speed control actuator. There is a plastic bit missing.

My first thought was, how could you have little engine issues with a 6.0 litre Jaguar V12? You can't have little engine issues unless your engine is less than about 3.0 litres.

Or do you have engine issues that are little issues? Now if you have few engine issues, congratulations are in order.

 

so the few issues I have are going to be big issues due to the immensity of the engine size.

 

No, not really... Until it comes time to replace twelve spark plugs or maintain the twelve point distributor (94 model)!
