An Englishman and an American can disagree on the spelling of CENTRE but you have to concede that is the CONSOLE. 
It has the look of an aerial cable but, given the era of the vehicle, it could be part of an OE fixed (Motorola) phone harness. Unless you have the full provenance of the vehicle, it's difficult to know what a PO may have added or removed.
