I would avoid it.
Even though the total draw would be below the fuse capacity, there is a serious risk that the current may heat the wires and contacts as they are not designed to carry a current practically twice as much as spec.
I think however that there are high efficiency bulbs such as Philips Xtrem or Osram that provide a substantially better enlightment than the normal H bulbs with the same current. A good alternative IMO
