1996 XJ6 Steering Issue

1996 XJ6 Steering Issue
My 96' XJ6 has a steering issue.
When I turn the wheel, within a few minutes of starting the car, it vibrates through the steering wheel noticeably.
A sound also comes from the engine that I would describe a low hum/buzz when holding the wheel at an angle. I assume its the power steering failing but can't be sure.
The RPS also drop just a little when I turn the wheel and hold at an angle.
All of this goes away after 5, or so, minutes of driving.
I also have error codes:
P1315
P0420
